Which office permits a roof at your address?
Roofing Services Tampa is the call for roof repair, re-roofs and storm damage anywhere in Hillsborough County. Tell us the street address and we’ll set up a visit from a licensed, insured roofer. The address matters because roof work here runs through four permit offices. Tampa, Temple Terrace and Plant City each have their own building department. Everywhere else is unincorporated, and there Hillsborough County Development Services issues the roof permit and does the inspections.
A mailing address won’t settle it. Town ‘n’ Country, Carrollwood, Northdale, Citrus Park, Lake Magdalene and Palm River-Clair Mel all carry Tampa addresses and sit outside the city, so a roof there gets a County permit and a County inspector. Nearly all of the 33567 Plant City ZIP is County ground too. Your roofer files with whichever office covers the house, and fees, inspection steps and paperwork follow that office. Roof permits in Tampa and Hillsborough County goes through each one.
For a house inside the city, see roofing in the City of Tampa. Plant City covers addresses on both sides of its city line. Unincorporated places with their own pages include Brandon, Valrico, Seffner, Dover, Riverview, Gibsonton, Apollo Beach, Ruskin, Sun City Center and Wimauma. Across the Polk County line, south Lakeland and Mulberry run under Polk or city rules instead.
Whichever office covers your street, your roofer files the permit and books the inspections.
Roofs that rode out the 2024 storms
Helene and Milton came about two weeks apart in 2024, and plenty of roofs in the county have been patched since. Along the bay, Helene’s worst damage was flood water. Milton was the wind and rain storm. A roof that went through severe weather is worth an inspection however it looks from the ground.
If your roofer finds storm damage, ask for dated photos and a written report that separates it from ordinary age wear. That’s the record a claim leans on. Florida’s claim notice deadlines are short, so damage you’re only now finding from 2024 is a reason to call this week, not next season. Storm damage roof repair shows what wind damage looks like up close, and the insurance claim page covers the paperwork.
Why the roof’s date matters more than the house’s
The house’s age decides one thing on a re-roof. A house first permitted before the Florida Building Code gets its roof deck re-nailed to a tighter schedule and a secondary water barrier added when the old covering comes off (what a full roof replacement includes).
The roof’s own date decides more. A roof put on under the 2007 Florida Building Code or later only needs the repaired part brought to code. On an older roof, replacing more than a quarter of it within 12 months means the whole roof, or that whole section, comes up to current code. The 25% rule explains where the line falls. That’s why the first thing your roofer asks is when the roof was last fully replaced, and the County’s permit records usually answer it.
Frame houses built long before the Florida Building Code get deck re-nailing on a re-roof.
Thonotosassa and Balm
Neither has a page of its own here, and both are unincorporated, so the County permits the roof.
Thonotosassa (33592) has a lot of mobile and manufactured homes, and those roofs are a different job from a site-built house. Say which kind of home it is when you call. The Valrico page lists what helps us most about a manufactured home roof.
Balm is newer than the name suggests. Most homes around it went up in the 2010s, so the roof questions there tend to be about builder and shingle-maker warranties, the subject of the Wimauma page. The 33503 ZIP itself is a small, older pocket where the date of the last re-roof counts for more.
